What we do

We publish tenders from across the globe openly, so that you can access a world of opportunities.

We have successfully gathered tenders from governments across the world.

We gather daily tenders from FedBizOpps, Contract Finder, Tenders Electronic Daily and hundreds of other public tender portals.

Our fast and effective keyword search is a simple way to find all the tenders you need. Our customers can rely on our care and support to help them find the best opportunities for their business.

We work from Sussex Innovation Croydon, a new startup hub in Croydon Tech City that supports innovative companies with high growth potential.


Our team
Ian Makgill

Ian is our founder and managing director. He has worked in public procurement for over 20 years and has been running his own businesses for over 12 years. Ian also runs Spend Network, a service analysing UK government spending data. Prior to his career as an entrepreneur, Ian worked as a Management Consultant with a focus on government procurement.


Sim Kennedy

Sim has over five years experience of working in web and data development. Prior to developing OpenOpps, Sim has worked on Spend Network and a range of client projects. Sim studied Physics at Sussex University. He joined the team in 2014.


Helen McNally

Helen is the project manager and researcher for Open Opps and Spend Network. She graduated from Oxford University with a degree in Modern History and has worked in project management for five years.

Why should I use Open Opps?

Open Opps is comprehensive, easy to use and competitively priced, backed by our team’s 20 years of procurement expertise.


Why do I have to visit other sites to express an interest in a tender?

Open Opps is an aggregator, we bring together all of the data into one place and make it searchable, think of us as being like a Google for tenders. We just bring you the key pieces of information in the right format at the right time.


Is all your data free?

All of our data on open tenders is free. We also offer free daily email alerts. We’re developing additional products to help you identify opportunities and win government business which will be available as a paid subscription.


Where is your data from?

Our tenders come from hundreds of public procurement portals around the world including UK, India, Norway, Australia, Canada, the USA and the whole of Europe. We add new sites all the time, please drop us a line if there's a site you'd like us to gather data from.


Aren’t all UK tender already on Contracts Finder?

Contracts Finder contains many UK tenders, including most of the ones on TED. However, because Open Opps gathers data from hundreds of other data portals, we estimate we have up to 50% more UK tenders than Contracts Finder.


On your home page it says you help fight corruption. How do you do this?

We share the data we gather with researchers so that they can analyse tender data for signs of supplier cartels or procurement corruption.


What do you mean by open data?

Our data is provided under the Open Database License. A license which encourages people to access and reuse our data for no cost under certain conditions.

This means that researchers and civic society projects can use our data for free, provided they continue to publish the data openly (and reference us when doing so).

Doing this means that our data can be used to tackle corruption and fraud in public purchasing and that we can support other open data initiatives such as Open Corporates and Open Contracting

Why is open data important in procurement?

Open data enables researchers to compare the activity of different buyers and suppliers. This means a better understanding of what is best value for buyers, which suppliers perform best and how to prevent waste. Open data on contracting and spending also makes it easier to prevent fraud and corruption.


What role does Open Contracting play in Open Opps?

We use the open contracting data standard, as defined by the Open Contracting partnership, a civil society initiative which oversees the data standard and promotes the use of open contracting data.

Open Opps is a separate organisation, we're a business that is proud to adhere to the OCDS standard. We also support the Open Contracting Partnership's anti-corruption programme and their wider goal of opening up contracting data for the world to use.


What’s next for Open Opps?

We’ll be adding new tender sources from across the world on a week by week basis, so there are always new markets available through Open Opps.

We’re also working to improve our features by adding new search and filter options and linking the tender data to spend data from our sister site, Spend Network.
